  14     <para>In the Interim - while Federation based policy is in development, patron opac searches\r
  15         will scope only to their home library/library system by default, unless member libraries\r
  16         specify otherwise. Patron-initiated holds will be filled first by the home library/library\r
  17         system and then by other Sitka libraries, where agreements exist (e.g. Federation,\r
  18         reciprocal borrowing or service agreements); By default, holds placed on another library's\r
  19         material will be held at the owning library for pickup unless and until a delivery mechanism\r
  20         exists under the relevant agreement. Where agreements do not exist between Sitka libraries,\r
  21         and between Sitka libraries and non-Sitka libraries, traditional ILL should be used\r
